The Global Community Interaction, GCI, was established in January 1997 by a language volunteer group at the Tokyo Metropolitan Government. Established as Japan's first civic organization without governmental aid, Japanese and foreign members alike help provide opportunities for cultural exchange and offer support to foreigners living in Tokyo.

J-LAP is a communication space for foreign residents and Japanese staff to have conversation in Japanese. Through conversation in Japanese, we help foreign residents improve their Japanese speaking ability free of charge.

The Chiba City International Communication Plaza has a lounge area where foreign and Japanese residents can interact with one another, a library corner about international relations, and newspapers and magazines. There is also a Japanese lesson area for those who want to learn/teach the language.
